if u already install your modem then NO need to do Phase-1 steps
##### Phase-1 #####
#cd /usr/src/mymodem
#rpm -ihv hsfmodem-7.18.00.03full-1.i386.rpm
process starts…
when asked country?USA
when asked email ?tux@kernel.org
when asked key? press enter
modem installed
Config for modem unit 0: /dev/ttySHSF0
Device instance: 0-PCI-14f1:2015-14f1:2015
HW revision : Basic2 2.15 Standard DAA
HW profile name: hsfpcibasic2
Registration ID: 641B-0FE4-22E8
License owner : tux@kernel.org
License key : Free
License status : Free (14.4 kbps)
Current region : USA (T.35 code: 0085)

write down your Registration ID: xxxx-xxxx-xxxx (in my case:641B-0FE4-22E8)
now do steps of phase 2
##### Phase-2 #######
#cd /usr/lib/hsfmodem
copy patch
#cp /mnt/floppy/hsfpatch /usr/lib/hsfmodem
now run patch
#./hsfpatch
driver patched ok,
#### Phase-3 #####
now generate key in other console window or continue in same, ctrl+alt+F3
cd /root
example:#./generator.pl tus@kernel.org [Registration ID]
#./generator.pl tus@kernel.org 641B-0FE4-22E8 (example: in my case)
key 4F-A7-BE-8A-DD-DA, now u got a key 
##### phase -5 #####
first try this
#hsfconfig –lecense
now enter email : tux@kernel.org
now enter License key : 4FA7-BE8A-DDDA (replace with yours)
Device instance: 0-PCI-14f1:2015-14f1:2015
HW revision : Basic2 2.15 Standard DAA
HW profile name: hsfpcibasic2
Registration ID: 641B-0FE4-22E8
License owner : tux@kernel.org
License key : 4F-A7-BE-8A-DD-DA
License status : OK
Current region : USA (T.35 code: 0085)

now change region
#hsfconfig –region
when asked [USA]? type your country (leave as USA, is u do not have connection problem)

when prompt use current, select NO
build xyz; press enter
Process start …

when ask for country? type “usa” (may not ask now)
when ask your email , NOW! wait here its time to note down your “Registration ID” and
do steps of phase-3 1st, to get license key.
